The Ethics Council of the Chilean Communication Media has been working for twelve years since 1992. It has already handed down 123 resolutions, and these make up a body of ethical jurisprudence which the media should be acquainted with.
The Council is a self-regulating body created through a joint initiative taken by the National Press Association, the Chilean Radio Broadcasters' Association, and the National Television Association. Its purpose is to keep watch over the ethics of giving information via the associated media.
At present it is dependent on the Chilean Communication Media Federation, which was created later by these same associations. As a result, its jurisdiction extends over 90% of the written press and of open radio and television in Chile. It is made up of nine members, chosen by agreement by the affiliated associations, and a prosecutor.
Any person may approach the Council and lay before it his complaints, and the prosecutor, too, may require it to give a ruling. The Council has no pre-established code of behavior, since in its first sessions it decided to put one together as the cases came along. Its resolutions may serve as a basis for forming a body of ethical guidance which could later be codified.
